Ruperto Chaparro – Director of the Puerto Rico Sea Grant Program. Chaparro holds an M.A. degree in Natural Resources Development/Outdoor Recreation and Coastal Tourism from Texas A&M University. Chaparro is Chairman of the CaRA Stakeholders Council.
